UAE Makes History as First Nation to Draft Laws With AI
In a groundbreaking move that highlights the evolving intersection of governance and technology, the United Arab Emirates (UAE) has become the first country in the world to use artificial intelligence (AI) to help draft national legislation. The historic announcement came during the World Governments Summit in Dubai, underscoring the country’s ambition to lead in both AI adoption and governance innovation.
Omar Sultan Al Olama, UAE’s Minister of State for Artificial Intelligence, Digital Economy and Remote Work Applications, stated that the AI model used for legislative drafting was trained on a rich dataset of UAE legal texts and global best practices. The end goal, he says, is more accurate, efficient, and transparent legal development. The AI’s first legislative task focused on improving competition law, one of the most complex categories of regulation.
Importantly, the UAE emphasized that AI is a tool supporting – not replacing – human decision-making. Human experts and lawmakers will continue to review and approve all legislation. This initiative marks a bold step toward modernizing how governments work and paves the way for the responsible integration of AI in public policy.
